The State Cabinet, which met here today under the chairmanship of Chief Minister Dr. Mohan Yadav approved over Rs 5,180 crore for various irrigation projects. Of this, Rs 5 thousand 42 crore were revised and administrative approval was given for more than Rs 137 crore.

Among the approved projects, revised administrative approval of Rs 775 crore was given in place of Rs 600 crore in Shahnagar development block of Panna district.

On completion, 577 villages of the area will also benefit from drinking water facility.

It may be noted that in 2011, Powai Medium Irrigation Project worth Rs 261 crore 54 lakh was approved.

Due to increase in irrigation area, a revised administrative approval of Rs 600 crore was give in 2018. In 2011, the irrigation area was 9 thousand 952 hectares, which increased to 19 thousand 534 hectares in 2018 and now it has increased to 25 thousand 820 hectares.

Similarly, due to increase in irrigation area in Burhanpur development block of Burhanpur district, a revised administrative approval of Rs 144 crore 72 lakh was given.

This irrigation project was approved in the year 2017 at a cost of Rs 104 crore 45 lakh. Earlier, 2310 hectare irrigation area was included in the project, which has now increased to 3750 hectare area.

Besides, revised administrative approval of Rs 3 thousand 219 crore 62 lakh crore was given due to increase in irrigated land in Banda tehsil of Sagar district, increase in the cost of land acquisition due to increase in the number of families in the submergence area and increase in electricity consumption.

This irrigation project was approved in 2022 at a cost of Rs 26 crore 54 lakh. The project will affect more than 4 thousand 646 hectares of land in 28 villages and more than 4 thousand families are to be displaced.

With the completion of this scheme, 313 villages of the area will be benefited.

Similarly, a revised administrative approval of Rs 53 crore 69 lakh was given due to increase in irrigation area in Ramnagar development block of Satna district.

With the completion of this scheme, 26 villages in the area will be benefited. This irrigation project was approved in 2018 at a cost of Rs 36 crore 17 lakh.

Earlier, 2600 hectare irrigation area was included in the project, which has now increased to 3961 hectare area.

A revised administrative approval of Rs 627 crore 45 lakh was given due to increase in irrigation area in Lateri development block of Vidisha district.

This irrigation project was approved in 2016 at a cost of Rs 383 crore 15 lakh.

At that time 9,990 hectare irrigation area was included in the project, which has now increased to 12 thousand 814 hectare area.

The cost of rehabilitation and resettlement has also increased.

Similarly, a revised administrative approval has been given for Kanyakhedi Medium Irrigation Project (irrigation area 4605 hectares) costing Rs 222 crore 3 lakh.

In the year 2018, this irrigation project was approved at a cost of Rs 102 crore 71 lakh. At that time, 2400 hectare area of 7 villages was included in the project, which has now increased to 3800 hectare area of 11 villages.

The Cabinet has given administrative approval for the Chhoti Utawali Medium Irrigation Project (irrigation area 4000 hectares) in Burhanpur district costing Rs 137 crore 77 lakh.

Through the project, 9 villages of Burhanpur tehsil will get the benefit of irrigation facility through pressurized (hose) system.

Rs 69 crore 48 lakh for Dial-100 scheme

The Cabinet has approved an estimated cost of Rs 69 crore 48 lakh for extending the contract period of the firm M/s-BVG India Ltd. for the continuous operation of the Centralized Police Call Center and Control Room System (Dial-100) Scheme by 15 percent more in the approved rates for 6 months (from 01 October 2023 to 31 March 2024) or till the date of commencement of operation of Dial-100 service by the selected tenderer after the new tender, whichever period is less.

Under CITIIS 2.0 implemented by the Government of India, the Cabinet gave initial approval to the Smart City of Madhya Pradesh to participate in the selection process and implement the plan.

It may be noted that CITIIS 2.0 was launched by the Government of India on 16 November 2023.

The objective of the scheme is to promote climate sensitive planning and implementation and to motivate investment, creation of institutional mechanism, participation promotion and capacity building for urban climate implementation.

Under the scheme, 18 smart cities are to be selected through challenge among 100 smart cities. Under this, seven smart cities of the state have been initially included in the selection process.

Amendment for compassionate appointment

The Cabinet granted approval to insert amendment rule 5-A of compassionate appointment in the Madhya Pradesh Panchayat Service (Gram Panchayat Secretary Recruitment and Conditions of Service) Rules, 2011.

Appointment will be given as per eligibility to the post of Gram Panchayat Secretary in other districts where the post of Gram Panchayat Secretary is vacant in the concerned category, if the post of the concerned category is not vacant in the Gram Panchayats under the District Panchayat under which the Gram Panchayat Secretary was serving.

Directorate of Panchayat Raj will send the application of the concerned to the District Panchayat for the vacant post of Gram Panchayat Secretary.

Project worth Rs 5 thousand 812 crore for upgrading state highways

The Cabinet has approved a project worth Rs 5 thousand 812 crore for the upgradation of state highways with the help of New Development Bank of Madhya Pradesh. For the project, a loan of Rs 4 thousand 68 crore will be provided by the New Development Bank and the remaining Rs 1 thousand 744 crore will be borne by the state government.

Under the scheme, about 884.63 km state highways/main district roads in the state will be developed on 2-lane with paved shoulders/4-lane on Engineering, Procurement and Construction (EPC) model.

As a result of the implementation of the project, citizens will get the facility of transportation on good quality safe roads.

For the development of roads in the state, Madhya Pradesh Road Development Corporation and Public Works Department have previously constructed about 3500 km of roads and 350 bridges under the NDB project.

Rs 81 crore for construction of 14.50 km ring road in Shahdol

The Cabinet gave approval of Rs 81 crore for the construction of 14.50 km ring road in the first phase for Nagar Beohari of Shahdol district. A 27 km long ring road is to be constructed in Byohari Nagar at a cost of Rs 147.46 crore.

The Project Testing Committee has recommended issuing administrative approval of Rs 81 crore for the construction of 14.50 km in the first phase.

The construction of this road will ease traffic pressure in the city, road accidents will reduce and long distance heavy vehicles will be able to move out of the city. Besides, the roads of Rewa, Sidhi, Katni, Umaria, Shahdol districts will be able to inter connect outside the city.

Rs 177 crore 12 lakh for suspension bridge in Jabalpur

The Cabinet gave revised administrative approval for the construction of a high-level suspension bridge (cable stay) along with the access road on the Narmada River between Jabalpur and Lamheta at a cost of Rs 177 crore 12 lakh 97 thousand.

In the year 2018, administrative approval of Rs 49 crore 73 lakh was issued for the construction of a suspension bridge including an approach road on the Narmada River between Jabalpur and Lamheta. Due to technical reasons the cost of the project has increased to Rs 177 crore 13 lakh.

Its construction will provide convenience to 45 thousand residents of 18 villages and tourists.

The 5 to 10 lakh devotees of Panchkroshi Yatra will not have to cross the river by boat and there will be no hindrance in traffic during the rainy season.

Rs 111 crore for bypass construction in Neemuch

Administrative approval was given for the construction of Neemuch Bypass via Jaisinghpura Bagharana Nayagaon 21.20 km long Road, to be built in Neemuch district at a cost of Rs 111 crore 67 lakhs.

With the construction of this bypass, the traffic coming from Mandsaur and Chittorgarh and the traffic coming from Jeeran/Chitakheda area of Neemuch and commuting to Chhoti Sadadi/Banswara of Rajasthan will be facilitated. Internal transportation of the city will also become easier.

The Cabinet granted administrative approval of Rs 134.43 crore for the construction of a 54.40 km road from Shadhaura (SH-20) to Karila Mata Mandir (Belai Karila main district road) via Bamori Tal, Kakarua Rai, Pipariya Rai, Kachnar, Jhitiya, Karaiya Buddhu, Rajpur, Fatehpur, Khiriya, Haripur Chakka, Pipalkheda , Dangalia, Jamunia road.

Approval of Rs 5 thousand 17 crore 22 lakh for 4-lane greenfield access controlled highway between Ujjain-Jaora

The Cabinet has approved the construction of 102.80 km long Greenfields Access Controlled Highway to connect Ujjain city to the expressway interchange at Jaora. This project will be constructed on Public Private Partnership Hybrid NUT basis.

The cost of the project is Rs 5 thousand 17 crore 22 lakh. Out of the total expenditure of Rs 5 thousand 17 crore 22 lakh in 17 years on the project, Rs 557 crore will be paid by the Road Development Corporation and Rs 4460 crore will be paid from the state budget. Seven big bridges, 26 small bridges, 270 culverts, 5 flyovers, 2 railway overbridges will be built on this route.

It may bbe noted that an 8 lane expressway is being constructed between Delhi and Mumbai by the Ministry of Road Transport and Highways of the Government of India. About 247 km of this highway passes through Mandsaur, Ratlam and Jhabua districts of the state. In this part of the expressway, interchanges have been provided at 7 places to connect to the expressway.

One of these interchanges is located at Bhutera near Jaora.

Keeping in view the industrial development of the region and qualitative improvement in the economy, the decision has been taken to connect Ujjain city with the expressway interchange at Jaora.

Rs 485 crore granted for construction of new building of M.P State Judicial Academy

The Cabinet approved the plan for construction of a new building for the Madhya Pradesh State Judicial Academy located at village Mangeli Barela Bypass Road in Jabalpur at a total cost of Rs 485 crore 84 lakh.

At present the number of sanctioned posts of judicial officers in Madhya Pradesh is 2044 and the number of working judicial officers is 1847.

Thus, training is organized for a large number of judicial officers every year. During this period, the judges have to remain in the academy premises and receive their training.

Apart from this, the State Judicial Academy also provides training to advocates at tehsil level and district level and officers of other departments whose participation in the judicial system is necessary such as prosecution officers, police/investigative officers, revenue officers, child welfare officers, forest conservators and organizes training sessions to increase sensitivity regarding the relevant Act and judicial system.

At present, the building of the State Judicial Academy is not sufficient considering the very small number of working judicial officers. Therefore, approval has been given for the construction of a new building.

Approval for medical college on PPP mode

The Cabinet granted approval for the setting up of medical colleges in the state on PPP mode. Establishment of a medical college will provide tertiary level services to the patients of the district.

The decision will ensure availability of human resources for the health sector and provide better health services to the patients by upgrading the district hospitals.

Other decisions

Approval has been given by the Council of Ministers for a pay scale of Rs 37400-67000+AGP Rs 10 thousand in the sixth pay scale from 1 January 2006, to professors under UGC direct recruitment/promotion/designation working under Madhya Pradesh Educational Service (College Branch) Recruitment Rules, 1990 .

Also, the Higher Education Department has been authorized to modify the departmental order of 14 September 2012 and to cancel the departmental order of 19 March 2013.
