“Sugam Vidyut (Facility) Scheme-2024” has been implemented to provide relief in payment of cost of construction of infrastructure required to provide permanent electricity connection to the residents of declared and undeclared illegal colonies of the state.

Energy Minister Pradyuman Singh Tomar has informed that this scheme created to solve the problems of the residents of these colonies will be applicable for two years.

The infrastructure cost amount can be deposited in installments under the conditions prescribed in the scheme.

After reviewing the scheme, it will be considered to take it forward. 

Eligibility

New applicants of illegal colonies which are not registered with RERA, who want to get the necessary electrical infrastructure constructed for electricity connection from electricity distribution companies, but are unable to get new connection due to inability to pay the estimated amount in lump sum, will be eligible under the scheme.

This scheme will be applicable only for individual applicants and group of applicants. Housing society/builder/colonizer will not be eligible in this scheme.

Provisions

Under the scheme, the applicant or group of applicants will have to pay a minimum of 25 percent of the prescribed amount in lump sum along with the application.

The remaining amount can be paid with interest along with the monthly bill after the connection is started. Payment can be made in a maximum period of two years.

To avail the benefits of the scheme, the applicant will have to apply in the General Manager/Circle Office. Along with this, an affidavit will have to be given on stamp paper to the effect that he will pay the amount as per the provisions of the scheme.

For new connections, applicants will have to apply online and service connection fee, security fund etc. prescribed by the Electricity Regulatory Commission will also be payable.

The necessary infrastructure will be constructed as per the SOR determined by the power companies.

If the prescribed installments and monthly dues are not paid, the power connection can be disconnected by giving a notice of 15 days.

If a consumer transfers his premises to another person during the scheme period, then all the facilities will be available to the new consumer under the prescribed conditions.

Those against whom any other outstanding amount or power theft cases are pending, will not be eligible for the scheme till the matter is resolved.

In cases pending in the court, it will be mandatory for the applicant to withdraw the case from the court before giving the benefit.

In case of any kind of dispute under the scheme, the matter will be resolved by the departmental committee.

The committee will have Additional Chief Secretary Energy, Managing Director, MP Power Management Company and legal expert.

The convener of the committee will be the Managing Director of the concerned power distribution company.

Applications received during the scheme period will also be considered.

All applications received till the last day of the scheme period will be resolved within 30 days from the date of scheme expiry in any case.
