Madhya Pradesh Chief Electoral Officer Anupam Rajan held a meeting with all the collectors and district election officers of the state through video conferencing on Friday.
Rajan gave necessary guidelines to the Collector and District Election Officers regarding distribution of prescribed Form 12D to voters aged 80 years and above and disabled voters to opt for the facility of voting from home. Joint Chief Electoral Officer Ruchika Chauhan, Basant Kurre and Deputy Chief Electoral Officer Pramod Kumar Shukla were present.
Rajan said that all the District Election Officers should distribute Form 12D to eligible voters through Booth Level Officer (BLO). Along with this, Shri Rajan also clarified that if a postal ballot has been issued in the name of a voter of 80 years of age or above, a voter with more than 40 percent disability or a voter engaged in essential services, then he/she will not be able to go and vote at any polling booth.
Rajan directed to ensure that there is no duplicacy and names of deceased voters in the voter list. EPIC cards should be distributed to the voters whose names have been added to the list. All returning officers should visit the polling booths of their area and ensure availability of all basic facilities. Send timely proposals for setting-up necessary booths as per the rules at those polling centers where there are more voters than the prescribed number.
Such polling booths should be divided into two parts for the convenience of the voters and the auxiliary polling booth should be built in the same premises or in a nearby building. Any religious and cultural programmes taking place in the state should not be used politically. Action under restrictive sections, against absconding accused and accused carrying rewards should be expedited.
Citizens can complain about violation of model code of conduct through cVigil app
Rajan said that cVigil app has been created by the Election Commission of India for the citizens. Any citizen can complain about violation of model code of conduct through the cVigil app. Citizen can download the cVigil app through Google Play or AppStore in smartphones. The complaint will be resolved within 100 minutes. Shri Rajan instructed the collectors and district election officers to resolve the complaints received through the cVigil app within the stipulated time limit.
Resolve applications received from Suvidha Portal within the time limit
The Election Commission of India has provided an optional facility to the candidates for online data entry of personal details in the nomination form. This facility will be available for the candidates through the Election Commission’s Suvidha Portal. For this the candidate will have to register and login with mobile number and OTP. This facility is available in English and Hindi languages. Candidates can give their personal details in the nomination form and affidavit. The facility of online payment of security deposit of the candidates is also available through Suvidha Portal. Collectors and District Election Officers will also resolve the applications coming through the Suvidha Portal within the time limit.
