Chief Minister Shivraj Singh Chouhan said that a new concept of Gram Swaraj has been conceived in Madhya Pradesh by empowering Gram Panchayats. This vision will be realised. The State Government will always be cooperative in providing guidance to the Panchayats. Today, by giving maximum powers to the Panchayats in this sequence, the limit of Gram Panchayats for giving sanction to administrative works is being hiked from Rs. 15 lakh to Rs. 25 lakh. set a new example of development through public participation. Make villages harmonious, clean and environment friendly and model villages. CM Chouhan said that an amount of Rs. 1472 crore of the 15th Finance Commission has been released.
Chief Minister Chouhan said that Panchayat officials should make efforts that minor disputes are settled inside the villages itself and no FIR is lodged. The problems of the village should be solved at the village level, this concept should be implemented.

Chief Minister Chouhan told the Panchayat officials that you and me are equal. I am the sarpanch of a big panchayat and you are the sarpanch of a small panchayat. In a democracy, the elected system is at the top. Coordination of rights and duties is necessary in the three-tier Panchayat Raj system. Panchayat officials should do better work using dialogue, coordination and contact. Don’t have feelings of bitterness towards anyone. All are ours. The post-election approach should be comprehensive. Chief Minister Shri Chouhan also congratulated the Samras Panchayats.
Chouhan said that Madhya Pradesh is number one in cleanliness in urban areas of western region. We should also endeavour to make our panchayats clean village panchayats. Chief Minister Shri Chouhan said that such a place should be identified in the Gram Panchayat where saplings should be planted on the occasion of his birth anniversary and other auspicious occasions. Do plant saplings on the death anniversary of parents or in the memory of departed family members. CM Shri Chouhan said that Panchayat officials should give priority to the works whether it is distribution of grains to the people in the village or providing housing.
Chouhan said to keep an eye on the implementation of the schemes. The work of house construction should be done without any monetary deal. The state government will not pardon the corrupt persons, but the panchayat officials should provide cooperation in this direction so that the houses constructed are of quality. Mentioning the importance of education, CM Shri Chouhan said that it is also to be seen that every child of the village goes to school. The state government is making arrangements for uniform, mid-day meal, tuition fee. Children who are good in studies, irrespective of their community or caste, are being given the facility of laptop on securing 75% marks in class 12th. Be it admission in medical, engineering, IIT, IIM or law college, the fees of the student will be borne by the government.
Chouhan said that many genuine and eligible beneficiaries came forward through the Mukhya Mantri Jan Seva Abhiyan in the state. Names of 83 lakh people have been added in various schemes in the state. A large number of applications have also come for the Ayushman card. In this scheme, there is a provision to provide free treatment up to Rs. 5 lakh per year in private hospitals. The work of providing treatment facilities from the Chief Minister’s Fund is also being done for those affected by serious diseases.
Chouhan said that it is necessary that daughters are welcomed on their arrival in our family and society. I give this message in all the programmes that daughter is not a burden but a boon. Have respect for daughters. We should give respect to the daughters in our village. CM Shri Chouhan said that a master plan of the villages should be made. Now the officials of the Gram Sabhas will determine the work of the villages. No work should be done without planning. Whether it is a concrete road or a playground, a master plan should be prepared and the works completed at the local level.
Chouhan said that eligible beneficiaries should also get the benefits of the Prime Minister’s Employment Generation Programme, Mudra Yojana and other schemes. Employment Day is being celebrated every month. Attention has been paid to ensure the amount reaches the accounts of the beneficiaries. Self-help groups are being made powerful in the state. This work is also being done on priority so that the youths of the villages get benefits in various employment schemes.
Chouhan said that it is often seen that false complaints are received regarding works and persons. Action will be taken against the guilty in such cases. CM Shri Chouhan said that permission will be given to dig a well under the Kapil Dhara Yojana. Remote connectivity road scheme will start. Express this resolution. Chief Minister Shri Chouhan asked the present Panchayat officials to make efforts to make the village addiction-free. Funds will now directly reach the panchayats.

- The honorarium of Sarpanchs will be increased from Rs. 1750 to Rs. 4250 per month.
