Madhya Pradesh Chief Minister Shivraj Singh Chouhan has said that challenging conditions existed when he was spearheading the State as the Chief Minister for the fourth time on March 23, 2020. There was an atmosphere of frustration, disappointment and uncertainty due to the Corona crisis as well as adverse economic conditions. As a result of the co-operation, hard work, strong will power and team spirit of the Cabinet and officials, we gained control over the situation and our state became free from both the category of Bimaru state and the Bimari (Corona).
It is a matter of pride and joy that our team has made the impossible tasks possible in the last 3 and a half years by turning adverse circumstances into blessings, reaching the new heights of development, public-welfare and prosperity, building a new Self-Reliant Madhya Pradesh. The Cabinet and officials deserve thanks and congratulations for this achievement. Chief Minister Chouhan was addressing the meeting of the Cabinet and senior officials in Mantralaya.
Co-ordination and passion helped us solve the biggest problems
Chief Minister Chouhan said that during the Corona period, the situation was brought under control through continous efforts day and night. It was challenging to face the real conditions of the districts by holding more than 374 meetings in about 500 days, to immediately start Covid Care Centers, to arrange oxygen and to maintain a positive and fighting spirit among the common people. During the Corona period, the structures built with public participation in the state set an example in the country. Be it the Karam Dam crisis or any other disaster, our team stood up to every test. Be it the 6 a.m. meetings or opportunities to handle responsibilities on holidays, our officers never shirked from work. Everyone worked harmoniously and diligently and found solutions to the biggest problems. The entire team of officers including the Chief Secretary deserves congratulations for this achievement. Whatever work we did, the feeling of public welfare remained at the core of our every activity. The implementation of Ladli Bahna Yojana in a short time is a strong example of the strength and efficiency of our system. Our present government has achieved so much in just four and a half years that just remembering them fills the mind with pride.
State’s growth rate of more than 17 percent is the result of our hard work
Chief Minister Chouhan said that everyone can see the efficiency of financial management in the state. This was the time when we needed money to overcome the crisis of disease and also to continue development works and public welfare schemes. We worked effectively on every front, the government started numberous new public welfare schemes and re-started old schemes that were closed by the previous government. We did not compromise on works like electricity, roads, water and continuously increased the capital expenditure, which has now reached a record level of Rs 56 thousand crores. We have also touched the peak from the scratch in the management of government assets. It is the result of our hard work that the growth rate of the state has exceeded 17 percent.
Many events held in the state became historic
Chief Minister Chouhan said that as a result of micro-planning and effective implementation of our team, many events held in the state became historic. The successful organisation of Pravasi Bharatiya Divas Conference, Global Investor Summit, Khelo India Youth Games, G-20 meetings established the prestige of the state at the national and international level. During the Corona period, we left no stone unturned in providing hospitality to the workers going on foot from one state of the country to their home state. Be it Tribal Pride Day or Vikas Parv and Vikas Yatras, we were successful in involving people in the campaigns of development and respect. The target of recruitment on one lakh goverment posts in the state was accomplished in one year. The arrival of cheetahs in the state and the state once again becoming a Tiger State was an important achievement for the state.
We linked every needy with welfare schemes
Chief Minister Chouhan said that our team successfully implemented the welfare schemes on the ground and connected every needy person with them. Mukhyamantri Ladli Bahna Yojana, Mukhyamantri Ladli Lakshmi, Mukhyamantri Sekho-Kamao, Mukhyamantri Bhu-Awasiya Yojana, Mukhyamantri Kisan Kalyan Yojana and Implementation Plan of PESA Rules 2022 are examples of this. Re-starting the Aahar Anudan Yojana and Sambal Yojana, providing air travel to senior citizens under the Mukyamantri Teerth-Darshan Yojana, starting CM Rise Schools for students was a symbol of our sensitivity and these actions scripted history. Mukhyamantri E-Scooty Yojana, Mukhyamantri Pratibha Protsahan, Mukhyamantri Kanya Vivah, Mukhyamantri Medhavi Yojana, Mukhyamantri Udyam Kranti and Mukhyamantri Ration Aapke Gram Yojana had a positive impact. Mukhyamantri Charan Paduka Yojana, Chief Minister’s Farmer Loan Interest Waiver Scheme, Sickle Cell Anemia Eradication Mission provided support to every needy. By starting medical, engineering and polytechnic education in Hindi, we encouraged Hindi speaking students to move forward. Chief Minister Shri Chouhan said that self-employment schemes for scheduled castes, tribes, backward classes, minorities, economically weak and nomadic tribes were implemented. 53 lakh women joined self-help groups, out of which 17 lakh women are included in the Lakhpati Club. In fact, self-help groups have become a mass movement in the true sense. We provided food grains to more than 5 crore 30 lakh people. Also we made credit cards for farmers, cattle rearers and fish farmers and also introduced the mobile animal ambulance service.
Madhya Pradesh witnessing cultural evolution
Chief Minister Chouhan said that Madhya Pradesh has reached the pinnacle of cultural evolution and social harmony. Shri Mahakal Mahalok, Shri Advaita Lok, Shri Ram Raja Lok, Shri Devi Lok, Shri Hanuman Lok and Maharana Pratap Lok are being constructed. The construction of Sant Shri Ravidas Memorial, Rani Durgavati Memorial, Shankarshah-Raghunath Shah Memorial, Tantya Mama Memorial, Bhima Nayak Memorial in the state is also a big achievement, in which all of you have contributed.
Achievements in infrastructure development
Chief Minister Chouhan said that the state has made many achievements in infrastructure development. Irrigation capacity in the state increased to more than 47 lakh hectares, energy capacity increased to more than 29 thousand mega watt, more than five lakh kilometers long roads were built. Many solar parks, floating parks, operation of metro rail in Bhopal and Indore, health and wellness centers as well as free testing facilities, the state got the gift of 19 new medical colleges in three years and the Rewa-Sidhi Tunnel is a wonder in itself. National Highway works worth Rs 27 thousand crores were completed in the state, Bina Refinery expansion plan worth about Rs 50 thousand crores was inaugurated. New airports, expansion of airports and airstrips and Ken-Betwa irrigation project are also our achievements.
Madhya Pradesh favourite investment destination
Chief Minister Chouhan said that Sant Ravidas Global Skill Park is taking shape in Bhopal with the cooperation of Singapore. Establishment of new industrial areas, new investment corridors, new MSME clusters, start ups, incubation centres, medical device parks, food processing industries have transformed the state into the country’s favourite investment destination.
Public participation gave impetus to the works
Chief Minister Chouhan said that effective action was taken to establish good governance and eradicate mafia. Police Commissioner System was started in Indore and Bhopal, more than 23 thousand hectares of land was freed from mafia. The revolutionary concept of Cyber Tehsil was implemented for the first time in the country in Madhya Pradesh. We also established our name in the country in Ayushman Bharat Yojana, Jal Jeevan Mission, Pradhan Mantri Matru-Vandana Yojana. Madhya Pradesh became the leader in cleanliness and smart city mission in the country. Ankur programme conducted with public participation, energy literacy campaign, Adopt N Anganwadi campaign, organising panchayats of different classes and societies and village and town Gaurav Diwas connected people in a wonderful way.
Innovations in policy implementation
Chief Minister Chouhan said that we made innovations by implementing National Education Policy, Startup Policy 2022, Co-operative Policy 2023, Youth Policy 2023, Science Technology and Innovation Policy 2022, Film Policy 2020, Capacity Building Policy 2023. Be it the formation of the State Statistics Commission, work in aspirational districts or ranking of the performance of the districts, the Planning Commission has continuously played the role of an excellent think tank.
problem in social security and beneficiary oriented schemes
Chief Minister Chouhan said that in the last three years and nine months, the members of the Cabinet and officials dedicated themselves as a team for public welfare. The coming time is for model code of conduct. It is necessary to ensure that the code of conduct does not come in the way of implementing the routine works or the decisions that have been taken and that all those works continue uninterrupted. It has to be ensured that the general public is not deprived of assistance in social security related and beneficiary oriented schemes and a situation of unnecessarily keeping people’s works pending is not created in the name of model code of conduct. Members of the Council of Ministers, Chief Secretary, Additional Chief Secretary, Principal Secretary, Secretaries and Heads of Departments of various departments were present in the meeting.
