The Madhya Pradesh Human Rights Commission (MPHRC) said the State Home Department has fully complied with its (Commission’s) six recommendations issued in a gangrape case of Bhopal.
The case pertains to the year 2017.
The Commission, issued six recommendations to the State Home Department after taking cognizance on a news published in a local newspaper of Bhopal about gangrape of a daughter of the police officer goes from one police station to another, the incident occurred 100 meters far from the GRP police station.
A total of six recommendations were made.
The commission has received a report from State Home Department under secretary Annu Bhalavi informing about compliance of the recommendations.
The compliance regarding first recommendation of the commission, action taken on delay in registration of the FIR in police station GRP Habibganj’s in this incident, a case was registered crime no. 182/17 under section 376(d), 394,34 IPC.
A departmental inquiry was conducted against three inspectors and two sub-inspectors regarding the delay in registering the FIR.
After investigation, MP Nagar Bhopal the then station-incharge inspector Sanjay Singh Bais, one increment withhold, Habibganj the then statin-incharge inspector Ravindra Yadav two increments withhold, GRP Habibganj the then station incharge inspector Mohit Saxena, demoted on the minimum pay scale for five years, MP Nagar police station then sub-inspector Ramnath Tekam, and GRP Habibganj then sub-inspector Bhavani Prasad Uike both were both punished with the penalty of compulsory retirement.
One lakh rupees compensation amount has been paid to the victim for the inhuman treatment meted out to her, the MPHRC’s official note said on Thursday.
About the second recommendation, a total of 10528 policemen from constable to inspector level were trained during financial year 2018-19 in Madhya Pradesh by the Police Headquarters, Bhopal on the subject of sensitivity/efficiency upgradation of women’s crime.
In compliance with the third recommendation, the Police Headquarters, Bhopal has issued a circular regarding the early registration of FIR under Section 154 CrPC.
In the context of following the fourth recommendation, training was provided to the cops by the Police Headquarters, Bhopal relating crime against women.
In compliance with the fifth recommendation, necessary guidelines have been issued by the Police Headquarters, Bhopal to all the district units of Madhya Pradesh regarding the posting of women police staff.
Similarly, in compliance with the Sixth Recommendation, the Police Headquarters, Bhopal will conduct a study of the impact on police research due to law and order duties and other arrangements at the police station level in major cities of Madhya Pradesh.
At the police station level, arrangements are being made for timely registration of first information report of general and serious crimes and for speedy investigation of serious crimes as per the availability of responsible and dedicated personnel.
