The Cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan was held at Mantralaya today. The Cabinet gave approval in the fields of four-lane roads and fly-over construction in the state. It was approved to issue administrative sanction for the construction of four-lane road from Malivaya to Salkanpur-Nilkachhar in Sehore district for 147 crore 92 lakhs under the Central Road Infrastructure Fund and for the construction of 4-lane road from Indore-Ichhapur road to Omkareshwar New Bus Stand in Khandwa district costing Rs 193 crore 22 lakh under state planning head.
It was approved to issue administrative sanction for the construction of Nagod to Maihar via Surdaha Parasamnia-Rampur-Maihar road in Satna district costing 178 crore 22 lakh, Shahpur-Rangoli-Girwar-Bhanswahi-Hinagan-Dhana-Bhokalpur intersection in Sagar district (N.H.-44) costing Rs. 129 crore 81 lakh under the Central Road Infrastructure Fund Project.
Under the Central Road Infrastructure Fund, approval was given to issue administrative sanction for the cost of construction of fly-over from Sewage Pump House Laukhedi to Nagar Nigam Visarjan Ghat in Sant Hirdaram Nagar (Bairgarh) on Bhopal-Indore road in Bhopal city costing Rs 306 crore 40 lakh and in Gwalior city the construction of four-lane elevated corridor/fly-over on Swarnrekha river from Maharani Laxmibai statue to Girwai police post AB road (NH 46) at a cost of Rs 926 crore 21 lakh.
Important amendment in Mukhyamantri Ladli Bahna Yojana- 2023
Approval was given by the Cabinet to replace the amended provisions in the Mukhyamantri Ladli Bahna Yojana. Clause 3.3 of eligibility under the scheme was approved to be modified and replaced, which is- “In the calendar year of application, as on January 01, applicant must have completed 21 years and must be less than 60 years of age.” Clause 4.9 of ineligibility under the scheme was approved to be modified and replaced, which is- “Whose family members have four wheeler vehicles (except tractors) registered in their names.” Here the definition of family is valid as per clause 2.2.” As a result of both the amendments, the potential number of eligible new women beneficiaries will increase to about 18 lakhs. Due to this, an additional financial burden of Rs 1260 crore will come in this financial year.
Approval of increase in the rate of dearness allowance payable to government employees
It was decided by the Council of Ministers to hike the rate of dearness allowance payable to government employees in the seventh pay scale by 4% from January 1, 2023 (payment month February, 2023) to 42% and to increase the dearness allowance on a proportionate basis for government employees working in the sixth pay scale of the state government and in the fourth and fifth pay scale of the state government undertakings/corporations/boards and aided institutions on deputation. Cash payment will be made from July 1, 2023 (payment month August, 2023) on the basis of the total increased rate of 42% of dearness allowance to the employees under the seventh pay scale of the state government. It was decided to pay the arrear amount from January 1, 2023 to June 30, 2023 in 3 equal installments in the months of October, November and December, 2023.
As a result of increasing the dearness allowance payable to the employees by 4% from January 1, 2023 and payment of arrears, an additional estimated expenditure burden of Rs 1520 crore is possible in this financial year.
Approval of Rs 343 crore 91 lakh for Deendayal Gram Jyoti Yojana
MP Paschim Kshetra Vidyut Vitran Company Limited, Indore has received a long-term balance loan amount of 343 crore 91 lakh from REC for Deendayal Gram Jyoti Yojana (DDUGJY), on which the interest rate is 9.50 to 10.25 percent, refinance has been done by PNB for the balance period of nine years for which the current interest rate is 8 percent. According to which a saving of about Rs 10 crore 29 lakh is possible. Therefore, a guarantee of Rs 343 crore 91 lakh should be provided for the said loan received from PNB. On the guarantee, the Council of Ministers approved that MP Paschim Kshetra Vidyut Vitran Company Limited, Indore should pay the guarantee fee as per the rules.
Approval of two district offices under the Farmers-Welfare and Agriculture Development Department for District Niwari
Approval has been given to establish two district offices of Deputy Director, Farmers-Welfare and Agriculture Development and Project Director Atma under the Farmers-Welfare and Agriculture Development Department for the newly formed district Niwari. Altogether 19 posts have been sanctioned in both the offices. With this approval, at present, the district level office of the Farmers Welfare and Agriculture Development Department, which used to operate from Tikamgarh, will now operate from the new district headquarters Niwari, this will benefit the farmers of Niwari district..
Disposal of property
The Council of Ministers approved H-1 of the third tender invited for the disposal of the land asset located at Ward No 18, Devgaon, Pipariya District Narmadapuram, MP of Food and Civil Supplies and Consumer Protection Department, whose Khasra No. 21/4 total area is 2140 square meter for the highest tender amount of Rs.4,81,50,000/- (in words Rupees Four Crore Eighty One Lakh Fifty Thousand only) which is 2.25 times of the reserve price amount of Rs. 2 Crore 14 Lakh, and it was decided that after depositing 100% of the tender amount by H-1 Tenderer, the contract/registry proceedings should be done by the district collector.
The Council of Ministers approved H-1 tenderer of the tender invited for the disposal of Satna Bus Depot asset plot number one area 2142.51 square meters located in Ward No. 21, Semaria Road, Satna of Revenue Department for highest tender amount of Rs. 16,99,99,999/- (in words Rs sixteen crore ninety nine lakh ninety nine thousand nine hundred and ninety nine only) which is 1.12 times of the reserve price amount of Rs 15 crore 21 lakh, after selling it and it was decided that after depositing 100% of the tender amount by H-1 Tenderer, the contract/registry proceedings should be done by the district collector.
Other decisions
Approval was given to issue guidelines in respect of officers/employees appointed on contract in various departments.
