Chief Minister Shivraj Singh Chouhan today chaired a meeting of the Cabinet Ministers at Mantralaya he Cabinet approved construction of 70 well-equipped schools in the state with an estimated cost of Rs 2847 crore 63 lakh.
The Cabinet decided to construct 70 well-equipped schools in the state with an estimated cost of Rs 2847 crore 63 lakh, according to the proposal of school education and the recommendation of the Project Examination Committee. In the first phase of the CM Rise School Schemes in the state, 275 schools are being developed by the School Education Department.
Revised administrative approval for irrigation projects worth Rs 1207 crore 36 lakh
Revised administrative approval of Runj medium irrigation project costing Rs.513 crore 72 lakh, storage area of 14 thousand 450 hectare was granted by the Cabinet. The project will get the benefit of irrigation facility in 14 thousand 450 hectare area of 47 villages of Ajaygarh tehsil of Panna district. Revised administrative approval was given by the Council of Ministers for Majhgaon Medium Irrigation Project costing Rs 693 crore 64 lakh, reservoir area 13 thousand 60 hectare. The project will get the benefit of irrigation facility in 13 thousand 60 hectare area of 38 villages of Ajaygarh tehsil of Panna district.
Free land allotment
The Cabinet decided to allot 1.215 hectare land free of cost to Devi Ahilyabai Holkar Smarak Pratishthan, Indore village town.
Ratification regarding lien rights of government land holders of urban areas
The Cabinet ratified the order given by the Chief Minister on March 31, 2023. The eligibility period (date of occupation) for the lease of persons occupying government land in urban areas, should be increased from December 31, 2014 to December 31, 2020, in the Mukhyamantri Urban Land Rights Scheme, in connection with the lien rights of the holders of government land in urban areas. Following the procedure and provisions of the departmental circular dated September 24, 2020 regarding the lien rights of the holders in the government land of urban areas, eligible occupiers who apply before the competent authority till 31st July 2023, will be given prabyaji and land rent as per the rules and 30-year permanent pattas should be issued for the plots occupied by them.
In cases where premium amount has been deposited in pursuance of decisions taken prior to the date of issue of this circular, the same shall not be reopened for reconsideration nor shall they be entitled to receive any amount back or adjust the amount payable in future.
Sanction of Risk Allowance for Linemen
The Cabinet decided in view of the adverse conditions and risky work of the linemen, that a risk allowance of Rs 1000 will be given to ITI passed workers employed through outsource in the power distribution companies of the state, who are working as linemen in the company, in addition to the monthly salary fixed by the Labour Commissioner. Such working linemen will be eligible for employment in this category after successfully completing the training organized by the companies and passing the exam conducted for the same.
Selection of 10 districts for 6 products
Based on the specialty of the district in the state, district-wise products have been selected under one district-one product, through the Department of Industrial Policy and Investment Promotion by the government to increase the production capacity, branding and marketing of the products manufactured by them. Under 6 agricultural products related to agriculture, the Cabinet decided to implement training and value addition scheme for ‘one district-one product’ in 10 districts including Kodo-Kutki district Anuppur, Dindori, Mandla, Singrauli, Tuar Dal district-Narsinghpur, Chana district-Damoh, basmati rice district Raisen, Chinnaur rice district-Balaghat and mustard district Bhind and Morena. It was decided to implement the scheme through the Director, Farmers’ Welfare and Agriculture Development, Bhopal.
Approval for computerization of revenue courts
The Cabinet has granted approval for expenditure of technical and financial proposal amount of Rs 73 crore 48 lakh 65 thousand for the development of RCMS 4.0 computerisation project of revenue courts for the coming 5 years (2023-24, 2024-25, 2025-26, 2026-27 and 2027-28) and expenditure of Rs 9 crore and 78 lakh to continue the RCMS Project 3.0 for the next two years (2023-24 and 2024-25) simultaneously during the period of development of RCMS 4.0.
Approval of 25 new mobile and 20 new permanent Rasoi Kendra
The Cabinet decided to open 20 new permanent Rasoi Kendra in addition to the 100 Rasoi Kendra set up in the second phase of the Deendayal Antyodaya Yojana in 20 bodies and to help such people, who are unable to reach the permanent Rasoi Kendra , it was decided to open 16 municipal corporations and 25 new mobile Rasoi Kendra in Pithampur and Mandideep (thus total 45 new Rasoi Kendra ).
The importance of Rasoi Kendra was also displayed during the Covid-19 pandemic. Therefore, on February 26, 2021, in the second phase of the kitchen scheme, operation of a total of 100 Rasoi Kendra were started in 52 district headquarters and 06 religious cities Maihar, Omkareshwar, Maheshwar, Amarkantak, Orchha and Chitrakoot. In the scheme, food is provided to each needy at the rate of Rs.10 per person. Till date, 01 crore 62 lakh plates have been distributed.
It is notable that needy persons and families from rural areas come for business and labour work in the urban areas of the state. The government arranged temporary shelters for them in 119 rain basera’s (night shelters)/shelter sites of 55 urban bodies of the state and nutritious food at affordable rates has been arranged in 56 Rasoi Kendra of 51 urban bodies of the state from the first phase of Deendayal Antyodaya Rasoi Yojana from April 7, 2017.
Approval for 972 posts
The Cabinet approved the creation of 972 new posts by combining 488 posts of regular establishment and 484 posts of outsourced of various cadres for the operation of newly constructed 1000 bed hospital under Medical College, Gwalior.
Revised administrative approval of Rs. 328 crore
Revised administrative approval of Rs. 328 crore 79 lakh was given by the Cabinet for the construction work of the first phase for establishment of new Government Medical College in Satna instead of the sanctioned amount of Rs. 300 crore issued earlier by the Council of Ministers on October 4, 2018.
Amendment in norms of crop damage assistance amount
The Cabinet approved the amendment for crop damage due to natural calamity in Revenue Book Circular 6(4) in serial number 01 and 02 of Appendix-1 (one) (a) table. For rain-fed crops, farmers/land kolders holding small and marginal agricultural land from 0 to 2 hectares, 5 thousand 500 rupees per hectare for 25 to 33 percent crop damage, 8 thousand 500 per hectare for 33 to 50 percent crop damage, 17 thousand rupees per hectare for more than 50 percent crop damage, 9 thousand 500 rupees per hectare for 25 to 33 percent crop damage for irrigated crop, 16 thousand rupees for 33 to 50 percent crop damage, for more than 50 percent crop damage 32 thousand 500 rupees, Rs. 9 thousand 500 per hectare for perennial (25 to 33 percent crop damage in less than 6 months from sowing/planting) crop, 19 thousand rupees per hectare for 25 to 33 percent crop damage, 32 thousand rupees per hectare for more than 50 percent crop damage, Rs. 16 thousand per hectare for perennial (25 to 33 percent crop damage after more than 6 months from sowing / transplanting) crop, Rs. 21 thousand per hectare for 33 to 50 percent crop damage, Rs. 32 thousand per hectare for more than 50 percent crop damage, Rs. 19 thousand per hectare for 25 to 33 percent crop damage for vegetable, spice and isabgol cultivation, Rs. 27 thousand per hectare for 33 to 50 percent crop damage, Rs. 32 thousand per hectare will be given for more than 50 percent crop damage. In case of 33 to 50 percent crop damage, Rs. 6 thousand 500 per hectare will be given for sericulture (Eri mulberry and tussar) crop and Rs. 8 thousand per hectare for coral and in case of more than 50 percent crop damage, Rs 13,000 per hectare will be given for sericulture (Eri mulberry and tussar) and Rs 16,000 per hectare will be given for coral.
Similarly, farmers other than small and marginal farmers – farmers / land holders holding more than 2 hectares of agricultural land, for rain-fed crops, Rs 5,000 per hectare for crop damage of 25 to 33 percent, and Rs 5,000 per hectare, 7 thousand 300 rupees per hectare for 33 to 50 percent crop damage, 14 thousand 600 rupees per hectare for more than 50 percent crop damage, 7 thousand rupees for 25 to 33 percent crop damage per hectare for irrigated crop, 14 thousand 500 rupees for 33 to 50 percent crop damage, 29 thousand rupees for more than 50 percent crop damage, 7 thousand rupees per hectare for perennial (25 to 33 percent crop damage after less than 6 months from sowing / transplanting) crop, 19 thousand per hectare for 33 to 50 percent crop damage, Rs. 32 thousand per hectare for more than 50 percent crop damage, 13 thousand per hectare for 25 to 33 percent damage to perennial crop (after more than 6 months from sowing / transplanting), Rs.19 thousand per hectare for 33 to 50 percent crop damage, Rs.32 thousand per hectare for more than 50 percent crop damage, Rs 15 thousand per hectare 25 to 33 percent of crop damage for the cultivation of vegetables, spices and isabgol, Rs 19 thousand per hectare for 33 to 50 percent crop damage, Rs 32 thousand per hectare grant assistance amount will be provided for more than 50 percent crop damage.
Other decisions
The cabinet approved the creation of 25 academic and 22 non-academic new posts for starting arts, science and commerce faculty at graduate level in Government Navin Mahavidyalaya, Nandanagar, Indore.
