The act of delay in payment of honorarium to the polling parties due to non-payment of honorarium to the officers and employees engaged in polling work, without submitting application for 07 days of earned leave without notice and without leave approval and leaving the headquarters, has been considered as non-performance of official duties.

Considering indifference and negligence, Jabalpur Divisional Commissioner Abhay Verma has suspended District Treasury Officer Shailesh Kumar Gupta with immediate effect. Divisional Commissioner Verm has taken this action on the basis of the report of Collector and District Election Officer Avi Prasad.

       Shailesh Kumar Gupta, District Treasury Officer was appointed nodal officer for distribution of honorarium to polling parties for the Assembly elections 2023.

By not paying the honorarium to the polling parties engaged in the polling work for the assembly elections which was completed on 17th November, Gupta left the headquarters without any notice and without leave approval. In his absence, even after the honorarium was approved on the basis, payment could not be made on IFMIS.

              The above act of Shri Shailesh Kumar Gupta is contrary to Rule 3 of Madhya Pradesh Civil Service (Conduct) Rule 5 and comes under the category of misconduct and is not taking important work like election seriously, indifference and carelessness in discharging official duties.

Consequently, Shailesh Kumar Gupta, District Treasury Officer, Katni is suspended with immediate effect under the provisions of Rule 9 of Madhya Pradesh Civil Services (Classification, Control and Appeal) Rules 1966. During the suspension period, their headquarters is fixed as the office of Collector, Katni.

Gupta will be eligible for subsistence allowance as per rules.
