The Cabinet meeting was chaired by Chief Minister Shivraj Singh Chouhan at CM’s residence ‘Samatva Bhavan’.
Cabinet ministers approved the increase in allowances given to the officers and employees of the Police Department. Reimbursement of the cost of 15 liters of petrol every month for the travels undertaken for official works from the constable to sub-inspector level employees posted in police stations, the amount of nutritious food allowance increased from Rs 650 to Rs 1000 per month for non-gazetted employees of constable to inspector level, the amount of kit clothing allowance for constables and head constables has been increased from Rs. 2,500 and Rs. 3,000 respectively to Rs. 5,000 per month, uniform renewal grant to be given every 3 years from assistant sub-inspector to inspector level officers has been increased from Rs.500 to Rs.2500 per 3 years and the rates of free food provided to police personnel engaged in law and order have been increased from Rs.70 per day to Rs.100 per day. Along with this, the employees of Madhya Pradesh Special Armed Forces (SAF) will also be given the benefits of the schemes.
Increase in dearness relief rate of state government pensioners / family pensioners approved
The Cabinet has given approval to increase the rate of dearness relief payable to state government pensioners/family pensioners from July 01, 2023 (payment month is August, 2023). The rate of dearness relief has been made 42% under the seventh pay scale and 221% under the sixth pay scale. For this, an estimated additional expenditure of Rs 410 crore is likely to be incurred on the government.
“Madhya Pradesh Naxalite Surrender, Rehabilitation cum Relief Policy 2023” approved
The Cabinet Ministers have approved the “Madhya Pradesh Naxalite Surrender, Rehabilitation cum Relief Policy 2023” with the objective of providing gainful employment and entrepreneurship opportunities to the surrendered Naxalites. Madhya Pradesh Naxalite Surrender, Rehabilitation cum Relief Policy has been prepared keeping in view the current security scenario arising in the state. The main objective of this policy is to bring those into the mainstream who voluntarily surrender by renouncing the path of violence. According to the policy, for those who surrender Rs. 1 lakh 50 thousand rupees will be given for the construction of a house, Rs. 10 thousand to 4 lakh 50 thousand ex-gratia for surrendering arms, Rs. 50 thousand for the incentive for marriage, for meeting the immediate need Rs 5 lakh or the announced award amount whichever is more, Rs 20 lakh will be given for purchase of immovable property, Rs 1 lakh 50 thousand for vocational training. Simultaleously, the benefits of Ayushman Bharat Yojana and Food Assistance Scheme will also be provided.
Provisions have been made in the policy to help those affected by Naxal violence. According to which Rs 15 lakh will be given to the victim’s family in case of death of the victim affected by violence, Rs 20 lakh to the family of a deceased security personnel and Rs 4 lakh in case of physical disability. In case of a citizen’s demise due to Naxal violence, the family member will be given appointment on a class Three/Four post. Rs 1 lakh 50 thousand will be given in case of complete damage to immovable property and maximum Rs 50 thousand will be given in case of partial damage. Simultaneously, with various schemes of the government, the victim’s family will also be given the benefit of Ayushman Bharat Yojana and Food Assistance Scheme.
Approval for creation of new sub-division Amla in district Betul
Approval has been given by the cabinet minister for the creation of new sub-division Amla in district Betul. A total of 12 posts have been approved for the operation of the new sub-division, Amla. These include 1 post of Sub-Divisional Officer (Revenue), 1 post of Steno Typist, 2 posts of Assistant Grade-2, 3 posts of Assistant Grade-3, 1 post of Driver and 4 posts of Peon.
Approval for creation of 305 new posts for nursing colleges
The Cabinet approved the creation of total 305 new posts of nursing teachers and other cadres for nursing colleges operating in Bhopal, Jabalpur, Gwalior, Rewa and Sagar to meet INC standards and provide excellent training to nursing students. These posts will be filled by the Governing Body constituted for Government Medical Colleges as per the provisions of the Madhya Pradesh Autonomous Medical College Academic Model Rules, 2018. Students of the state will get an opportunity to use paramedical techniques along with excellent education in graduate/post-graduate courses in the field of nursing, so that they can get employment in various hospitals of the country by acquiring excellent paramedical and surgical paramedical technical knowledge in their field.
Approval to increase the honorarium of District Panchayat members and Janpad Panchayat members
The cabinet has decided to increase the honorarium of district panchayat members and janpad panchayat members. It has been decided to increase the honorarium of district panchayat members from Rs 4,500 to Rs 13,500 and that of janpad panchayat members from Rs 1,500 to Rs 4,500. Due to this, the honorarium of 771 district panchayat members and 6145 janpad panchayat members will increase. On increasing the honorarium, an additional annual financial burden of Rs 30 crore 44 lakh 88 thousand is expected.
Approval for creation of seven new government colleges and posts
Approval has been given to create 367 new posts for starting new subjects in 07 new government colleges, 01 new faculty in 01 government college and at post-graduate level in 01 government college in the Department of Higher Education. Approval has been given for creation of new government colleges at Kothi in district Satna, Behat in Gwalior, Baghraji in Jabalpur, Shahpur in Sagar, Khora in Panna, Kampel in Indore and Basai in Datia. Along with this, new faculty commerce at undergraduate level and Sociology, Economics, Political Science, Hindi Literature, Chemistry, Botany, Zoology, Physics and Mathematics at postgraduate level to be started in Government College Devtalab Rewa for which posts have been created. Recurring expenditure on post creation is Rs 20 crore 33 lakh 50 thousand per year and other non-recurring expenditure is Rs 107 crore 96 lakh, a total expenditure of Rs 128 crore 29 lakh 50 thousand has been approved.
Approval for procurement under Price Support Scheme in Rabi year 2021-22 and 2022-23
It was decided to procure Gram, Masoor and Mustard along with Summer Moong and Urad from registered farmers by the Cabinet Ministers in Rabi year 2022-23 (Marketing year 2023-24) and in the next two years under the Price Support Scheme of Government of India by State Procurement Agency MP State Cooperative Marketing Federation Limited. Also, post-facto approval was given for the procurement of 8 lakh 01 thousand 662.86 metric tonnes of gram by State Procurement Agency MP State Cooperative Marketing Federation Limited in Rabi year 2021-22 (Rabi marketing year 2022-23), under the price support scheme for the procurement target fixed by Government of India for 8 lakh 71 thousand 100 metric tonnes for gram and 1 lakh 67 thousand 130 metric tonnes for lentils and 3 lakh 48 thousand 935 metric tonnes for mustard.
Approval of Rs 484 crore 11 lakh for IFMIS Next Gen project
A total of Rs 484 crore 11 lakh has been approved by the Council of Ministers for smooth operation of IFMIS, development and maintenance of software, development of IT hardware infrastructure and operation of PMU under IFMIS Next Gen project. 59 crore 50 lakhs has been sanctioned for smooth operation of IFMIS in the transition period of IFMIS Next Gen development and Rs 218 crore 26 lakh has been sanctioned for selection of system integrator in a transparent process for development and maintenance of software under IFMIS Next Gen project (period 2023 to 2029). Along with this, Rs 64 crore 9 lakh has been sanctioned for the development of IT hardware infrastructure in a phased manner from 2023 to 2029 and Rs 37 crore 27 lakh for the development of non-IT infrastructure for the development of model treasuries/offices. Apart from this, the estimated cost for the operation of PMU is Rs 29 crore 85 lakh and other expenditure on the project of Rs 74 crore 33 lakh has been approved. This decision taken by the Council of Ministers will be important in the field of e-governance and financial management. Government offices, government servants and citizens and beneficiaries of the state will get quick and online services and departmental works can be implemented with transparent and better management.
