Madhya Pradesh Chief Minister Shivraj Singh Chouhan has said that the decision to charge one time examination fee for competitive examinations from unemployed youths is to save them from financial burden.
This year, the process is being adopted for the recruitment at various posts in different government departments through the Staff Selection Board, he said.
The applicants will also get rid of the hassle by getting the facility of one time examination fee and registration. Necessary preparations have been made to provide its benefits, he said.
The General Administration and other departments should give benefits of the implementation of this decision as well as other provisions in the interest of the unemployed, he instructed the officials.
Chouhan was reviewing the implementation of the announcements made in Yuva Mahapanchayat held on March 23. Ministers of Technical Education, Skill Development and Employment, Higher Education, Finance, Medical Education, Culture, Tourism, Micro, Small and Medium Enterprises, Environment and Sports and Youth Welfare Department along with General Administration Department attended this meeting held at Samatva Bhawan along with senior officers.
Chouhan said that one lakh youths will be trained on the model of Learn and Earn this year and an amount of Rs. 8 thousand per month and the benefit of certification are to be given in apprenticeship under Kaushal Kamai Yojana.
For this, such efforts should be made by the industries along with the Department of Technical Education, Skill Development and Employment, so that the youths are aware of the benefits under the scheme.
Apart from Bhopal, work should be done with the aim of completing the works related to setting-up new Global Skill Parks in Gwalior, Jabalpur, Sagar and Rewa on time. Language training programmes should also be paced-up to enable youth to serve in countries like Japan and Germany, he said.
At present, 37 study centres of IGNOU are operating in colleges, which are doing the work of teaching German and Japanese languages, he said.
Facility for MBBS and BDS to students of government schools
Chouhan said that the announcement of reserving 5 percent seats in colleges for MBBS and BDS studies through NEET for students studying in class 6th to 12th in state government schools is revolutionary. Initiative has been taken to make necessary statutory provision in context of providing horizontal reservation. The Medical Education Department has started the process in this direction.
Youth budget will be made next year
In the context of the decision to create a youth budget in the coming year, Chouhan instructed that it should be reviewed from now itself that in which schemes funds have been allocated and which works have been completed for youth welfare. For this, the finance department should complete the necessary exercise.
State Level Youth Commission
Chouhan said that the youth policy will be implemented by including youth in the Youth Advisory Council at the state and district level.
The State Level Youth Commission is also to be reconstituted, he said.
Along with this, an amount of Rs 750 crore will be invested in sports and their infrastructure in the coming year. There will also be annual MP Youth Games, he said.
In Anubhav Yatra, the youth will be taken to visit Bhimbetka and other world heritage sites and places of natural importance to understand the Global Skill Park and the culture of the state, he said.
The youth will be given the benefit of this yatra on the lines of Maa Tujhe Pranam Yojana, so that they do not forget their culture. For this, steps should be taken by the Department of Tourism, Culture and Sports.
To promote traditional and tribal folk art, the Culture Department will link one thousand young artists of the state with a three-month fellowship, in which an honorarium of Rs 10,000 will be given per month, he said.
Chouhan said that the Micro, Small and Medium Enterprises Department is setting-up a Student Innovation Fund to enable students to start businesses at the university level with the start-up policy. Higher Education Department will also be helpful in this work. At present, incubation centers have been set up in 7 universities, he said.
The environment department will select eligible youths and train them for an environment-friendly lifestyle. It was informed that the implementation for all these works has started.
