The Madhya Pradesh Housing Redevelopment Policy-2022 was approved in the meeting of the Cabinet at Mantralaya today under the chairmanship of Chief Minister Shivraj Singh Chouhan. Madhya Pradesh Housing Redevelopment Policy – 2022 was approved for the purpose of demolishing old and dilapidated houses located in the cities and providing new, better, modern and convenient houses to the residents and optimum use of the urban land.
Administrative approval of more than Rs 598 crore
Administrative approval was given by the Council of Ministers for the Kanh Diversion Close Duct Project of Ujjain district under the Simhastha head of Rs. 598 crore 66 lakh. The construction agency will also do its maintenance work for 15 years.
Establishment and upgradation of 226 health institutions
With the objective of improving health services in the state, the Cabinet approved the establishment/upgradation of 226 health institutions (21 civil hospitals, 12 community health centers, 191 primary health centers, 2 sub-health centers).
Revised administrative approval of more than Rs 768 crores
The Cabinet accorded revised administrative approval of Rs 768 crore 22 lakh instead of Rs 665 crore 88 lakh issued earlier for the establishment of a hospital affiliated to Chhindwara Institute of Medical Sciences.
Revised approval of Rs 198 crore
The Cabinet approved the revised cost amount of Rs 198 crore 25 lakh for the construction work of 108 feet high multi metal statue of Acharya Shankar, Pedestal in Omkareshwar as per the minimum rate.
Decision to build 73 CM Rise schools
In the first phase of the CM Rise Yojana in the state, 275 schools are being developed by the School Education Department. Out of these, it was decided to construct 73 well-equipped schools with an estimated cost of Rs 2660 crore 66 lakh in relation to the DPR project according to the recommendation made by the Project Testing Committee.
Decision regarding establishment of multi-modal logistics park
The Cabinet decided on the proposal regarding establishment of MMLP near Indore under Bharatmala project. Approval was given to recognize the state government’s share of Rs 85 crore as equity. Decision was taken to grant permission to give MPIDC’s Pithampur Investment Area Development and Management Plan (adjacent to the urban area) of approximately 75 hectares of selected land for residential use, in Jamodi village of urban area, in which multi-modal logistics park is proposed to be set up.
CM’s Backward Classes and Minority Enterprises / Self-Employment Scheme-2022 approved
“Chief Minister’s Backward Class and Minority Enterprises/Self-Employment Scheme-2022” was approved by the Council of Ministers to provide enterprises and self-employment to the people belonging to backward classes and minorities. For the financial year 2022-23, Rs 7 crore 50 lakh and a total of Rs 42 crore 50 lakh for the next two years were approved in the scheme. In the year 2022-23 and in the next two years, 6 thousand people for enterprise and 30 thousand people for self-employment can be benefited from the scheme.
This scheme will be implemented on the lines of Mukhya Mantri Udyam Kranti Yojana. Assistance will be given for the establishment of new industries in the scheme. The annual income of the family should be up to a maximum of Rs 12 lakh. Projects ranging from Rs 1 lakh to Rs 50 lakh can be approved for industry or manufacturing units. Interest subsidy at the rate of 3 percent will be given for 7 years on the loan taken from the bank.
For the establishment of new enterprises, assistance will be given in the self-employment scheme. Projects ranging from Rs 10 thousand to Rs 1 lakh will be approved for all types of self-employment. Interest subsidy at the rate of 3 percent will be given for 7 years on the loan taken from the bank. In the scheme, there is a target of providing assistance to 30 thousand beneficiaries in projects worth up to Rs 12 crore 50 lakh in the next 3 years.
Scheme for employment of youth belonging to minority and backward classes in abroad approved
The Cabinet approved the ‘Scheme for providing employment abroad to unemployed youth and women belonging to backward classes – 2022’. Under the scheme, about 200 youth selected from the backward classes of the state will be provided employment abroad in the next three years every year, on attractive wages by giving them training in soft skills and necessary languages as per the demand of the employer.
According to the demand of the employer and the availability of employment in Japan, employment is to be made available to the backward class youth by providing Japanese language training. 200 eligible youths belonging to backward classes of the state will be sent to Japan for employment for a period of 3 to 5 years after providing training. There will be an expenditure of Rs. 2 lakh 1 thousand 800 per youth. In this, the contribution of the state government will be 50.45 percent and the beneficiary’s contribution will be 49.55 percent. The beneficiary will be provided loan up to 75 percent of his contribution. An estimated expenditure of Rs 6 crore will be incurred in the initial 3 years of the scheme.
Approval of expenditure of Khelo India Youth Games-2022
Khelo India Youth Games will be held in Madhya Pradesh from 31 January to 11 February 2023. The Council of Ministers gave approval of Rs 230 crore for this. Director Sports and Youth Welfare has been given full authority to approve the actual bills for sports competitions, training programmes, material purchase, accommodation, transport and food etc. for players and coaches.
Land allotted to run school in village Bhainsdehi of Betul
The cabinet approved allotment of permanent lease of 0.283 hectare out of 19.247 hectare Nazul land of village Bhainsdehi, town tehsil Bhainsdehi to Shri Poorna Shiksha Prasar Samiti Bhainsdehi, District Betul for running school as per Madhya Pradesh Nazul Bhoomi Nirvartan instructions.
Decision to constitute State Computer Security Incident Team for cyber security
The Indian Computer Emergency Response Team (CERT-In) is the national nodal agency for disaster management related to cyber security. As an extended arm of CERT In, a “Computer Emergency Response Team” (CERT) is to be formed in the state which will work under the administrative control of the Science and Technology Department. It was decided by the cabinet that the State Computer Security Incident Response Team (SCSIRT) should be formed in the Science and Technology Department. SCSIRT will work as an empowered and centralized autonomous organisation to take decisions related to information technology security aspects, sensitive and special emergency situations in the state and any Cyber Crisis / Attack incidents that come to the notice of SCSIRT or if there is any critical application, IT Infra issues of the state, then it will be able to take appropriate decision.
Telecom/Internet Service Facilitation
In the year 2022-23, priority has been given to the expansion of telecom facilities in the remote areas of the states in the special assistance scheme issued by the Union Ministry of Finance for capital investment and the condition of making necessary provisions in the telecom policy of the state as per the policy of the Central Government. Financial assistance will be provided in Mission 500 by the Central Government and under “Atma-nirbhar Bharat Abhiyan” 4G services will be provided by BSNL in 3191 villages of the state under Universal Service Obligation (USO) in view of providing 4G mobile services to cent percent villages of the state and the target has been given to reach the services within time limit. For this, amendment of land allotment and license fee provisions, policy and guidelines were approved by the Council of Ministers.
Pradhan Mantri Annadata Aay Sanrakshan Abhiyan
The Council of Ministers decided to dispose of the summer moong procured in excess of the target fixed in the Price Support Scheme (PSS) and Price Stabilization Fund (PSF) under the Central Government’s Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) in Rabi marketing year 2021-22 and approved the action taken.
Amendment in Sant Ravidas Self-Employment Scheme
In the eligibility of the beneficiary of Sant Ravidas Self-Employment Scheme, implemented by the Madhya Pradesh State Scheduled Caste Finance and Development Corporation Limited, Bhopal the Council of Ministers approved the age limit of 18 to 45 years instead of 18 to 40 years and educational qualification of minimum 8th Class Pass instead of 12th Class pass while ratifying the Chief Minister’s order of 20 October 2022.
Disposal of assets
The Cabinet decided that the contract/registry proceedings would be done by the District Collector for disposal of the land in Ward No. 03 of Revenue Department, Tehsil Rahli, District Sagar, M.P. asset sheet no. 319 total area 1876.67 sq m, after approving the highest tender amount of Rs. 8 crore 80 lakh of the H-1 tenderer and selling it and depositing 100 percent of the tender amount by the H-1 tenderer.
The Cabinet decided that the contract/registry proceedings would be done by the District Collector for disposal of the Revenue Department’s land asset situated at Ward No. 76, Survey No. 88, Bichauli Hapsi, Indore, Madhya Pradesh, total area of 1130 square meters, approving the highest tender amount of Rs. 8 crore 15 lakh 92 thousand of the H-1 tenderer for sale And after depositing 100 percent of the tender amount by the H-1 tenderer.
The Cabinet decided that the contract/registry proceedings would be done by the Liquidator Joint Commissioner Cooperative of Madhya Pradesh State Oilseed Producers Cooperative Union to dispose of the plant and machinery installed on the property of Cooperative Department’s Soyabean Processing Plant, Chaurai, District Chhindwara as scrap after approving the highest tender amount of 11 crore 1 lakh 38 of H-1 tenderer of the second invited tender and depositing of 100 percent of the tender bid price by the H-1 tenderer.
The Cabinet decided that the contract/registry proceedings would be done by the District Collector after approval of the highest tender amount of H-1 tenderer for disposal of land asset located in Ward No. 18, Devgaon, Pipariya District Narmadapuram, whose Khasra No. is 21/4 total area is 2140 sq m after approval of the highest tender bid of Rs. 5 crore 49 lakh 98 thousand and selling it and depositing 100 percent of the tender amount by the H-1 tenderer.
Approval to amendment in Madhya Pradesh Judicial Service Rules
The Cabinet approved amendment in sub-rule (2) of rule 11 and rule 17 of the Madhya Pradesh Judicial Service (Recruitment and Conditions of Service) Rules, 1994.
Other decisions
The cabinet decided to amend the Madhya Pradesh Work (Allocation) Rules to change the name of “Social Justice and Disabled Welfare Department” to “Social Justice and Empowerment of Divyangjan Department”.
