The Cabinet in a meeting held under the chairmanship of Chief Minister Shivraj Singh Chouhan, today approved the ‘Madhya Pradesh Capacity Building Policy-2023’ for the capacity building of government servants of the state The State’s New Capacity Building Policy 2023 has been prepared by incorporating the concept and characteristics of Mission Karmayogi implemented by the Government of India and after consulting the members of the Capacity Development Commission. In this, a new budget head ‘Mission Karmayogi’ will be created from one percent of the budget available in the salary head in the budget of each department. Along with this, a new budget head after the ‘Mission Karmayogi’ will be made in the budget of the Academy of Administration with an amount of Rs 10 crore.
The current training policy of the state was implemented on 11 July 2001 in reference to the National Training Policy of the Government of India in the year 1996. The current National Training Policy of the Government of India was implemented on 19 January 2012, but no change was made in the State Training Policy yet. The current training policy of the state has become almost 22 years old, while the need for a new training policy was felt due to the method of recruitment of government servants, use of information technology in government work, changes in various laws, etc. Retired and experienced administrative and technical consultancy experts were consulted by the Director General, Academy of Administration to prepare the new training policy of the state.Women self-help groups will collect consumer fee (toll)
The Cabinet approved the policy for collection of consumer charges by women self-help groups. The Cabinet took this decision to make women self-help groups more efficient and to ensure participation in user fee (toll) collection. According to the decision, the consumer fee collection will be done by women self-help groups on routes with annual collection income of less than Rs two crores out of the routes previously approved for consumer fee collection. Madhya Pradesh Road Development Corporation has been authorized to select such a route.Increase in the honorarium of the President of District and Janpad Panchayat
The Cabinet decided to increase the honorarium of the president and vice-president of the district and district panchayats. The honorarium and vehicle allowance of the District Panchayat President will be increased to Rs. 1 lakh monthly (honorarium of Rs. 35 thousand and vehicle allowance of Rs. 65 thousand) and that of the Vice President of the District Panchayat to Rs. 42 thousand monthly (honorarium of Rs. 28 thousand 500 and vehicle allowance Rs 13 thousand 500). Along with this, it was decided to increase the honorarium of Janpad Panchayat President to Rs 19 thousand 500 monthly and that of Janpad Panchayat Vice President to Rs 13 thousand 500 monthly. Apart from this, the maximum annual honorarium of Panch/Up Sarpanch will be Rs.1800. It was also decided to make annual additional financial cess of nearly Rs 56 crore 38 lakh 24 thousand 800 additionally available under the head additional financial cess system ‘grant of stamp duty recovery’.Permission to spend according to hiked honorarium of Gram Rozgar Sahayak
The Cabinet gave permission to spend additional annual amount of Rs 274 crore 95 lakh required for honorarium at the rate of Rs 18 thousand per month on filling up of vacant posts and vacant posts of Gram Rozgar Sahayak. This amount will be spent from scheme number 4610 stamp duty recovery or scheme number 6299 minor mineral item.Establishment of 8 new government colleges approved
The Cabinet has approved the establishment of 8 new colleges, new faculty in 2 colleges and starting postgraduate/undergraduate subjects in 3 colleges in the state. For this, a total of 489 new posts will be created, recurring expenditure of Rs 26 crore 97 lakh per year and other non-recurring expenditure of Rs 95 crore 68 lakh 92 thousand, in this way a total expenditure of Rs 122 crore 65 lakh 92 thousand has been approved. New government colleges will be established at Khalwa in Khandwa district, Phanda in Bhopal, Bansagar in Shahdol, Baroda in Sheopur Kalan, Mandwas in Sidhi, Betma in Indore, Hanumana in Rewa and Hatta in Balaghat. Along with this, new faculties will be started in Bijawar of Chhatarpur and Churhat of Sidhi in the existing government colleges. Apart from this, Art and Science stream in Government College Rampur Naikin, in District Sidhi, Arts and Biology in Government College Lamta, Balaghat district, and Music and Fine Arts in Government Girls College, Neemuch will be started.Other decisions
The Cabinet approved the operation, repair etc. of the hostels of the School Education Department under the new Samrasta Hostel Scheme. Under the scheme, all the hostels run by the department are available for all classes.
