Governor Mangubhai Patel has instructed the authorities for implementation of PESA rules for empowerment of Scheduled Tribes as early possible.

He said the draft rules for 89 notified scheduled tribal development blocks of the state must be finalized promptly.

All the procedures related to making of rules should be completed by fixing the time limit, he said.

He was deliberating with the officials of the Panchayat and Rural Development Department.

Patel was informed about proposed Madhya Pradesh Panchayat Provisions Extension to Scheduled Areas Rules 2022.

Principal Secretary to Governor D.P. Ahuja was also present.

Principal Secretary Panchayat and Rural Development Umakant Umrao briefed Governor Patel through a power point presentation about provisions related to 12 departments brought within purview of the proposed rule.

He said the work to frame rules is going in a large and comprehensive manner.

Various meetings took place at the level of principal secretary, panchayat and rural development and five at the level of chief secretary.

The fifth draft of the rule is in the final process.

In the proposed rule, various provisions were made related to Panchayat Raj and Village Swaraj Institutions, peace and security, land management, planning and management of water resources, mines and minerals, minor forest produce, control of markets and fairs, moneylender and social work departments, he said.

The Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA) is implemented in a phase manner to protect and conserve community resources in tribal areas.
