The Cabinet gave approval to the ‘Madhya Pradesh Capacity Building Policy-2023’ for capacity building of state government servants today. This policy will replace the existing training policy-2001 of the state. Madhya Pradesh is one of the few states in India, where it has been decided to prepare and implement the capacity building policy of the state according to the concept of Mission Karmayogi.
In this policy, training and other activities will be conducted for the complete capacity building of every government servants in the state, including contract workers, so that the government servants are sensitive, dutiful, ready, honest, committed to provide quality service and can work with modern technical skills.
In the new policy, capacity development scheme will be prepared for the entire service period for each cadre of government service. On the basis of the scheme, government servants will get training as per the requirement at certain intervals. Undertaking training will be mandatory and is linked to promotion. There is a provision in the policy to encourage the dedicated government servants.
According to the policy, a capacity building unit is to be formed in each department, which will arrange for training after determining the responsibility, work and capabilities required for each post. In view of the need for training on a large scale, 70 percent training will be conducted online, 20 percent training at work place and 10 percent training in any training institute. After the training, the change in the working capacity of the government servant will also be assessed.
A State Training Council will be constituted at the highest level under the chairmanship of the Chief Minister, to review the implementation of the policy, which will consist ministers and senior officers. The Member Secretary of the Council will be the Director General Academy of Administration. Apart from this, an executive committee will be formed under the chairmanship of the Chief Secretary, in which additional chief secretaries of major departments, Principal Secretaries will be members and Director Academy of Administration will be member secretary.
In the new policy, a new head named ‘Mission Karmayogi’ will be created in the state budget, in which every government department will be given one percent of its salary every year. RCVP Noronha Academy of Administration and Management has been made the nodal agency to implement Mission Karmayogi. For this, Rs 10 crore will be provided annually to the Academy of Administration from the state budget.
