Chief Minister Shivraj Singh Chouhan, addressing the civil servants said that your life is not just for your own self but for your loved ones. Public welfare is the biggest priority. Small works related to the general public are really big works. Civil servants should get these works completed on time, this is good governance.
Chouhan was addressing the Civil Services-Day launch programme in the assembly hall of the RCVP Noronha Academy of Administration and Management, Bhopal.
Chouhan said that our basic work is social service. Whatever work we do, it is for the common citizens.
Chouhan extended best wishes and congratulated Team Madhya Pradesh on Civil Services Day. The chief guest for this special event on Civil Services Day was Shri Mohandas Pai, educationist, author, former member of Infosys and currently Chairman, Manipal Global Education.
Chouhan said that the meaning of Civil Services Day is that we are public servants and our main aim is to serve the country. In a democracy, there is governance of the people, for the people and by the people.
Chouhan said that the theme of Civil Services Day 2023 is ‘Developed India, Empowering Citizens and Reaching the Last Mile’. Congratulating Team Madhya Pradesh, he said that he is proud that together they have made a very important contribution in making Madhya Pradesh prosperous and developed. Team Madhya Pradesh has worked unitedly. Rapid positive changes have taken place in Madhya Pradesh. We have surprisingly increased the capacity of irrigation from 7.5 lakh hectare to 45 lakh hectare. Crossing this, we will now work to increase it up to 65 lakh hectares. Today 4 lakh kilometers of roads have been built in the state. At some point of time it used to be only 71 thousand kms and was in poor condition. Now there are excellent roads in the state.
Amazing work has been done in various fields including energy in the state. We are able to work as the state now has good resources.
Chouhan said that the construction department should also remain active in the state. Today Madhya Pradesh is counted among the developed state, Madhya Pradesh is no more a bimaru state. The credit for this goes to the extraordinary hard work of Team Madhya Pradesh.
Chouhan said that our work is not possible without the common people due to whom we are able to reach the beneficiaries. Vikas yatras have become Jan-kalyan yatras in the state.
Chouhan said that talking of infrastructure in the state, a lot of positive changes have taken place. Agricultural production has increased manifold. The grain stores are full. Per capita income has increased. The contribution of Madhya Pradesh in the country’s GSDP has increased. In the year 2005-06, the budget size of the state was Rs 25 thousand crores, which has increased to Rs one lakh crore in the year 2012-13, Rs two lakh crore in the year 2020-21 and this time it has crossed Rs 3 lakh crore, which is not a cakewalk. It is an exceptional achievement. Madhya Pradesh has taken a comparatively higher jump, the credit of which goes to Team Madhya Pradesh.
Good governance has helped to end public and administration’s distance
Chouhan said that the distance between the public and the administration has been bridged in the state, which has become possible due to the efforts of good governance. The Mukhyamantri Jan-Seva Abhiyan succeeded in connecting more than 83 lakh beneficiaries with the schemes of the Central and State Governments. Our programs became the programs of the people. People have also participated in the decisions. Campaign will be conducted again from May 10 to 25 to redress public grievances.
Chouhan said that the civil servants have to accept this challenge that the citizens do not have to wander from pillar to post for their work. Problems should be solved through camps in the wards of villages and cities. Several measures were implemented in the direction of good governance including CM Helpline. Public hearing, one-day governance and Samadhan online are such measures. By connecting these with technology, attention has to be paid to remove the anomalies that come up along with the settlement of tasks.
Chouhan also mentioned in detail the role of a civil servant through the shlokas of Gita.
Best role of good governance and officers in Madhya Pradesh
Chouhan said that work has been done continuously in the field of good governance in Madhya Pradesh. In Burhanpur, the work of providing water to every house and implementation of Gati Shakti project has been done. Many innovations have also taken place at the administrative level in the state. Most of the civil servants are performing their best role and the work of putting the public welfare policies of the government on the ground is being done efficiently. Civil servants of the state also have the quality of fast implementation, more than one crore registrations and creation of necessary atmosphere in two months after the formation of Mukhya Mantri Ladli Bahna Yojana is an example of this.
Chouhan said that the civil servant is also a leader and his responsibility is also to boost everyone’s enthusiasm by treating them equally. There should be no arrogance in the person. There should be no lack of enthusiasm. Find a way to resolve problems with patience. The attitude should be to cheer up even a person who is surrounded by despair. As a person thinks, so he also becomes. The civil servant does not work only for himself, but his work affects the public and the whole country. There should be the art of making irrelevant work relevant. If a person wants, he can change the perception of the world towards the country. All the countrymen have experienced this thing. Similarly a civil servant can change the department by working in the right direction. Civil servants should try to give maximum contribution. That’s why civil services have been considered useful for the nation, not just for the individual.
Work with joy and happiness
Chouhan said that Swami Vivekananda has described man as a storehouse of infinite powers. It is necessary to make full efforts in any work. If you are not successful in one attempt, then you must try again. Time should also be put to good use. Every single moment is precious. As long as one has life, every moment should be used to make the lives of others better. Often happiness does not come from wealth. Working with honesty gives good results. The enthusiasm with which the officers worked during the Corona period is worth being proud of.
Chouhan called upon the civil servants to work with joy and happiness. Taking care of all the members in the family, it is easy to perform one’s official duties with full concentration. Such a life is relevant.
Chouhan said that for the goal of Atmanirbhar Madhya Pradesh, we are moving ahead by working expeditiously. This work has to be completed with full devotion.
Plans made on the suggestions of the public
Chouhan said that the people of Madhya Pradesh are also participating in development works. Be it Madhya Pradesh Jan-Abhiyan Parishad or other organisations, all of them together are partners in the implementation of the schemes. Many schemes in Madhya Pradesh have been made on the suggestions of the general public. An ideal work culture has been created in the state. The distance between the public and the collector has ended in the districts.
Civil servants have lived up to the expectations
Chief Secretary Iqbal Singh Bains said that the country has a long tradition of civil services. Our administrative system faces with determination the special circumstances and challenging situations. Shri Bains said that in his long tenure, he does not remember such an occasion when we were given some special responsibility and did not live up to the expectation.
The Chief Secretary said that it is a matter of satisfaction and pride to work with such an efficient team. He said that whether it is a matter of the Corona period or the organisation of Simhastha or be the occasion to take action against the mafia, development of infrastructure or arrangements to solve the problems of the public, the history of many achievements has been created in all administrative dimensions in Madhya Pradesh. The Chief Secretary said that whatever work we do is analysed. Many shortcomings also come to the fore and many good works are ignored in front of the shortcomings. We should also be careful about publicizing and interpreting our best works.
Initially, Chief Minister Chouhan and the guests inaugurated the Civil Service Day by lighting the lamp. CM Chouhan was welcomed by Anirudh Mukherjee. The Chief Secretary and other guests were also welcomed with bouquets. Director General of Police Sudhir Kumar Saxena, Additional Chief Secretary General Administration Vinod Kumar along with a large number of Indian Administrative Service officers, Indian Police Service, and Forest Service officers were present. Collectors, Commissioners and Chief Executive Officers also joined virtually.
