According to people familiar with the situation, Lieutenant Governor of Delhi Anil Baijal has not rejected Chief Minister Arvind Kejriwal’s doorstep ration distribution system, but has just suggested that the constitutional scheme of things be followed in letter and spirit. After the Aam Aadmi Party accused the Centre of delaying its Ghar Ghar Ration Yojana Scheme, sources stated the goal is to guarantee easy choices and seamless benefits to the general public.
Officials added that the initiative will require prior permission from the Centre under Section 12 (2) (h) of the National Food Security Act 2013 since it attempts to modify the manner of distribution of ration supplies from fair price stores to private vendors who would deliver at doorstep. The matter has now been sent back to the chief minister for further review.
It was brought to the attention of the Committee that a Writ Petition WP (C) 2037/2021 in the said matter has been filed in the High Court of Delhi by the “Delhi Sarkari Ration Dealers Sangh” challenging the proposed arrangement of doorstep delivery of rations by GNCTD, to which the Union of India is also a party.
